Wayne County Michigan is comprised of over two million citizens, making it the largest County in Michigan and also achieves the thirteenth largest County in the country. Wayne County is home to the largest city in Michigan, Detroit City. With approximately 197,000 citizens living here, Detroit is known as the world's original Automotive Center, and is the only major U.S. city which looks south at Canada.
Unlike the all of the other Counties in the state, Wayne County is Michigan's only “charter county.” What this means, is simply that the County has set up a home rule charter, meaning that it governs in its own way, but stays within the limitations set forth by state law and constitution. The remainders of Michigan's Counties act in accordance with state law, and therefore have no adopted charter.
Operations such as maintaining rural roads, keeping files of deeds and mortgages, and running jails are some of the counties governmental responsibilities. Other government operations such as zoning, police/fire, taxes, etc then become the responsibility of individual towns. Similarly to other Counties throughout the state, Wayne County has a Circuit Court comprised of 61 judges, and a Probate Court made up of eight judges.
Another area of government within Wayne County is the Wayne County Commission. This commission and its members can be seen as the legislative branch of the County Government. The commission is in charge of approving things such as budgets, contracts and rules. Currently the budget is estimated around $2.06 Billion which will be used to assist in running County operations.
